When I look at the map of Megaten 2, I see that the ground has cracked, creating an extra river, and the west side has been deserted. I wonder if that is all from the power of the ICBMs. It might be, but the cities are concentrated on the east side of that enormous fissure, which seems very suspicious.
It is possible that the bombs fell when the wind was blowing westward. Not only could the desolation of the west side be a consequence of the bombs, there might have been further changes from the fighting that followed between the Church of Messiah and Cult of Deva.
(It is almost certain that there was a war after the bombs fell and before the game began, since the NPCs in the game are saying that there will be another war... That was when Pazuzu lost to Bael and was sealed away...)

I'm not sure how intense the war was, but the chronology of the Megami Tensei I・II soundtrack booklet suggests that people from the Tokyo special demon corps, which was disbanded and no longer had a source of food, might have joined the war as mercenaries.
Since there are assassins and witches in the Cult of Deva, it seems that humans also participated in the battle. I believe that people of various backgrounds might have been involved, so war isn't good, but I expect a bit of drama... There might have been a witch who followed Pazuzu there.
The special demon corps is clearly an organization of demon summoners. I don't know if Nakajima's demon summoning program was used for military purposes, but I'm excited about it... I wonder if he was on the side of the Deva cult because he is a devil summoner.
On the other hand, I can't imagine angels following the Messian religion because its guru is Pazuzu. Nonetheless, Pazuzu seems to be backed by the One True God (though He is just using Pazuzu). It would be interesting if the angels did work under Pazuzu, complaining that it is the Lord's will and they have no choice.
